FrankenMech 2 - 'Arbitrator'

Had a little help with *Dante8411 with this one.

Arbitrators are no-nonsense fighters, eliminating foes with ease with a single volley of laser fire. Faster enemies are held in place by ts magnet device and are blasted away before they can react. Its shear brutality is balanced with a lack of mobility and recharge time.
